Met dit algoritme ontstaat begrip of met de gemaakte planning doelen worden bereikt. Dit is aan de ene kant geld (hoeveel kan worden uitgegeven) en aan de andere kant het resultaat. Burgers en bedrijven zien hiermee voor iedere regeling hoe deze meewerken aan het halen van een bepaald resultaat.
